Front license plate holder

I just got a new 9-3SS Linear a few weeks ago. I live in GA/FL so I go to take off the front license place holder (not needed in either state) and there are holes screwed into the bumper pretty poorly. Minute cracks and a little bit of warping from the screws.
My question is: who installs this front license plate holder? It didn't look very well done so I doubt it came from the factory like that. The rear holder has a lot more thought put into it.
So anyway... now I need to patch up those front holes or do something so I don't have 4 screw holes in my front bumper.
