Does the Arc/Vector have a bigger turbo?

If so that could explain slower spool-up times and more turbo lag. Then again SAAB was able to eliminate most of the turbo lag in the Viggen. If it's the same turbo then that's sort of strange. Anyone have a Vector that's properly broken in (4K miles or so) that can comment?
