I used a Dremel with the sanding drum bit. After I had it shaped, I hand-sanded with 240 grit & then 400 grit to smooth out the grooves created by the drum.
BE SURE TO WASH IT BEFORE YOU REINSTALL IT. You don't want any of that crud getting into your engine.
I noticed the untouched areas repelled water, but the newly-sanded areas didn't, so I guessed it had been anodized to avoid forming that nasty aluminum oxidation powder. I decided to wax the ground-down areas before I reinstalled it (to avoid the oxidation), but it's probably not necessary.
As JeremyR said, I also noticed smoother, quicker acceleration, but not really any more power. Be sure to pull out the turbo silencer, too.
