Ok, here is a clue, if the OnStar tech had a customer record for you when he called you back, then your service was probably activated. You may just have DOA hardware.
I had nearly the same thing happen to my new 93SS Arc except my Onstar was working when I picked it up. I completed my activation the next morning and two days later I'm getting the NO ONSTAR message on the SID and none of the OnStar buttons do squat. Event trying to bring up the PHONE menu on the infotainment system does nothing. This condition existed no matter where I went, so it was not just a bad cell.
The other difference is that I never got the "System Failure" message you mentioned, despite driving for over a week with the "No Onstar" message. When I got it back into the dealer, they had it for 2 days before they finally figured out what was wrong... actually, I don't think they ever figured it out, they just swapped parts (with advice from Onstar techs) until it started working.
So, in the final analysis, it was the antena cable. I don't know what was wrong with it, but thats the part they finally swapped that made it work. Took them 3 days...
I think the Saab Techs are kind of in the dark about OnStar - the whole system is a component to them, it either works or it doesn't. If it doesn't, they have to call Onstar. If you've ever tried to diagnose bad computer problems over the phone, you know how time consuming this can be.
Good luck... my advice is to tell them to try swapping the antena cable first 8-)
