use a name-brand wheel cleaner like P21S, Sonax, Meguiars, Eagle One, Griot's. DO NOT use full-strength Simple Green, which is the way it comes from the store.

And despite what the bottles may say, put on some rubber gloves, grab a bucket of water and a sponge, and just scrub those suckers. Then after you hose them off well, use the same sponge to wipe off the water. Wouldn't hurt to put a coat of wax on them once they're clean either.

You might also consider removing the wheels and cleaning the insides if you can see accumulated gunk in there. It can affect your wheel balance and alignment if there's enough.
