Steering Wheel Out Of Adjustment or Alignment?(LONG)

Okay, so I've had my 1999 9-3S for about four months now(it's a CPO, by the way). I've brought in in for what I presume to be the alignment being off; that is, sometimes the steering wheel will be crooked but the car will be going straight even on un-crowned roads. But sometimes, even before being adjusted, if I hold the wheel straight with my hands, then the car will track straight for about 400 feet and then start to waver ever-so-slightly to one side.
I've had it fixed multiple times (4)and soon after having it fixed, the wheel goes out of line again, usually after hitting a speed bump just a little too fast, going over a manhole cover that is sunk about 1/2 inch under the asphalt, or sometimes after going over 3/4 filled in potholes that may only be 1 inch deep! Is this a problem with my steering assembly or because of my steering wheel sometimes being able to be kept straight and having the car track straight is it just a matter of having the steering wheel be put back straight(I read in Road and Track[June issue] that they had the steering wheel in their WRX become off-center like mine and they just took it to the dealer to have that fixed, not have a whole alignment done.)? Would this help me and is there a way I can do this myself because it happens with alarming frequency. Sorry for the length, Andrew.
