On my 2001 Viggen, usually I'll shift at around 3500-4000, which puts the next gear at just over 2000 rpm, right at the beginning of peak torque and turbo effectiveness. Below 2000 rpm the car has very little grunt. Only when coasting downhill or puttering through the neighborhood will I go below 2000 rpm. Whne I feel like making use of the incredible 2nd and 3rd gear acceleration, I'll run it to redline (6000 rpm) or just before. What a rush! Hold on to the wheel and stab the accelerator.
On my 1987 900 8v, 200K miles, I shift at a little over 3000 rpm unless I really need to accelerate, but I'll shift before 3750 usually in any event. The 115 hp car has very little until about 2000 rpm, but revving it past 4000 rpm gets very little benefit but a lot of noise. It can handle low-rpm stuff will less complain than the Viggen, so I'll be at <2000rpm a lot when driving around town.
I used ot have a 1986 VW Jetta with a nice torquey engine. I'd shift pretty religiously at 3000 rpm which put the next gear at 2000 rpm. Realy nice car to drive around town.
