Generally, my feeling is that it is better to drive in a pack (with at least one other car) than by yourself, for cop-related purposes. I don't think it matters to cops who is the leader of a pack of cars. As a result, I'm happy to take a turn leading a pack if there are other good drivers with me.
There are definitley good people to drive with and bad people to drive with. A good person to drive with travels about 80 MPH and does so consistently (no 10 MPH swings in either direction going up/down hills). A good person to drive with is attentive, gets out of the passing lane when he's not actually passing, and doesn't tailgate when he's following you. His headlights are properly focused. He doesn't play stupid games trying to pass and then slowing down once he's in front of you. He is smart enough to put a little pressure on if a slow-mover is plugging up the passing lane.
