another DRL question, '99

I like having the DRLs on, but I need to be able to switch off the headlights on occasion while driving (eg, at security booths). So, I pulled fuse 15 the other day and resolved to leave my headlight switch in position 2. However, it turns out that the interior lights don't adjust to ambient light conditions the same way with the switch in position 2. If the ambient light is particularly bright and the headlights are in pos 0, the dash/instrument lights will get bright to compensate, but they don't do this in pos 2.
So here's what I want:
position 0: DRLs on
position 1: parking lights/city lights only, no headlights
position 2: full operation
Is this possible, for example with a Tech II change but leaving the fuse 15 in? I don't care about high-beam and foglight operation (as long as I can use them in position 2).
Thanks,
Matt
