the rust is probably normal given your area. Don't take it to just anyone. Check with your dealer (if they are good) or local paint/detail shops and they could probably refer you to someone. They'd need to take the brake calipers off the car, seal the brake lines, sandblast or strip the rust off the caliper, use hi-temp paint, then re-assemble brake calipers and pads and then bleed the brake system.
