Do a search on head gaskets, many '99 9-3's seem to have head gasket leaks. Some were fixed by re-tourqing the bolts (relatively cheap, $200 or less) others had to have the gasket replaced entirely, $1k and up.

If you are looking at the base model, also do a search for climate control, as many have reported the dial malfunctioning. The SE's with auto climate control seem immune to this.

Missing pixels in the Saab Info Display is very common, annoying at first, leading to a lot of missing information down the line. Search SID.

Antenna problems also seem common, although obviously a minor problem compared to the others.

Personally, I and several other have had transmission gasket seal leaks, not sure if this is common.

Also do a search for serpentine belts, which I think is a common problem around 60k, and DI casettes, which seems to be a problem on the '99 9-3's anywhere after 60k.

These are the most common problems I am aware of, check service records, ask seller, or have your mechanic check those items carefully before purchasing. Do not be alarmed by the long list I have just supplied, I love my car and consider it to be reliable, and a blast to drive, but there are certaing things it is susceptible to. I have not heard of any turbo problems, by the way.
