Could be a weak battery.
You know, the battery & oil lights are supposed to come on at first as a bulb check. Then after the engine is running they go out. Since the engine didn't start the alternator isn't spinning (battery light), and the oil pressure isn't up (oil light).
"It starts to turn over and then stops."
Does it act like the starter just runs out of strength? Bad battery. Check-clean-tighten the battery cables. Check the electolyte level, add distilled water...
Otherwise, describe a bit more detail about how it stops.
