When I moved to Kansas with my Canadian euro spec speedo there were no concerns by the Feds at the border or the Kansas DOT. If they were aware of this, that might have been different. I made up a kmh to mph table on clear overhead projector film with a photocopier and put that in the upper corner of the windshied. I built in a correction for the speedo error too which was nice. That was a 95SET and imported ib 1997... The vehicle was registered with the KM's as miles. I did not think that I would be able to readily resell the vehicle, but had no intent to do so.
When I registred the vehicle there was a fail amount of fuss about the VIN. The DOT's in the States have tables of VIN ranges that their computers expect to see. The Canadian market code in the VIN causes a problem. Get be insistant that they force it in to the system as it is legally imported and its there problem if their software throws an exception.. they just have to override it.
Speedo's are not cheap. You can get a new cluster from Saab and they will program it to match your current odometer. I have heard that you can take it apart and add a mpg overlay on the speedo artwork, but I have no hard info on that. If you found one on a wreck that has lesser miles, I think that it can be advanced forward to match the old reading. The reading on an old unit cannot be spun back.
