Check Engine Light - Boost Very Low

2000 9-3 70k
Last night my check engine light came on out of the blue. Now, the turbo boost will not leave the "white" zone on the guage. Is this what the manual refers to as "limited performance" when the CEL is lit? It acts as if there is a governor.
Also, I took the car to Autozone to get the code pulled. I don't have the notes I took, but it referred to something about an air meter. Could this be a result of a loose gas cap?
