2001 9-3SE Side Air Bag Mystery

My wife asked me to look at her 9-3 yesterday. She claimed that the "plastic piece where the seat controls were" was coming loose.
This is the piece labelled "Side Air Bag" and appears to be secured to the seat by three screws each with a plastic cap over them. Upon inspection, I found the middle and rear-most screws...missing. The plastic caps were still in place and one would think that if they'd worked themselves loose, they'd still be trapped in the capped space. But they were no where. In fact a search throughout the car didn't turn up any screws. I asked my wife if she'd ever found any and she said no.
Now it gets wierd:
Pulling the plastic shell away from the seat I see nothing behind it; just the wires to the seat controls. Should there be an air bag in there? I'm reluctant to loosen the passenger's side because I don't want to disrupt an air bag, if there is one there.
I've heard that these are valuable to thieves. Is is possible it's missing due to someone's sticky fingers? This car is fanatically locked when not in use, parked off the street, never driven into the city and we're the only owners. It's now got ~28K on it. It had a 20K done which turned out to be a bad experience with what I consider to be a questionable Saab dealership. Of course I'd like to establish where the ab is before looking for perps, but still, the missing screws is really bizarre.
