Hey David,
A few points to consider before you purchase:
1. In '99 the Base model and the SE Automatic were both 185 HP. Only the Manual tranny SE in '99 was the HOT engine. The thing to consider for a '99 is not just the turbo, but the fact that the HOT engine also came equipped with the Viggen style single pass intercooler, a nice upgrade if you become a boost junkie. All three engines above in '99 were the T-5 engine management system. The viggen in '99 was the T-7 engine management system. The T-7 engine is much more sensitive to modifications, but it also made some changes that were needed in the T-5.
2. Starting in '00 all engines were T-7's. The SE in '00 was said to be 205HP instead of 200. My take is that maybe the newer engine management (T-7) produced slightly more HP probably from the small mods that were done which is talked about on this board to some extent (i.e. - improved airbox duct, TBTC completed redesigned, etc...)
If you go for a '99 and want a stick, I would encourage you to highly consider the HOT engine. The car is very agile, very fast and there are a lot on things you can do to modify it to produce some crazy HP increases. If you go with a '00 than most of the things have been fixed, but increasing peak boost is a little more difficult with the T-7.
Either way you go, I'm sure you will be happy, but I wouldn't go for the 185 based on the opinion that it is a superior engine. It just matters what you would like to do with it.
Good Luck
