I live in Western New York myself. (I am assuming that by Upstate you mean the parts North of Syracuse and Albany, although that is another topic for another time.)

There are many reasons for snows and steelies, especially here in NY. Just a few are -

Easy installation.. Everyone is scrambling to find and put on their winter tires. Although I saw snow on my ride home from Rochester a week ago Wednesday, I didn't bite. And today, mid 60's. Having the extra set of rims means that all I have to do is pull into the garage and swap them out with the snows when needed (yes, they will be on for good come real Winter). No need to find a place not busy (if you wait until the last chance/first snow, and try to find a tire place to swap/mount/balance/etc., you will see what I mean) to do the job.

Steels, not alloys.. Once again, you will want steel rims (with hubcaps?). Although they do not look as nice, they are the right tool for the job. The salt here will eat the alloys alive. Then you will have pitted alloys that don't look so nice any more, negating the cost. Steels are normally $35 as compared to alloys for $99 and up. They can be straightened much more easily (grammar?) than an alloy - for $35 you might as well buy a new one, rather than spending $100 to have the alloy straightened and refinished.

I currently have a set of 16" Ronal R7s with Cooper Zeons (205-55-16) for summer, and 15" steels with Michelin Artic Alpin for winter. I picked up the Michelin's at BJ's for about $85 a piece. They are a nice tire with great grip (worked like a champ last year). They are setup differently than a 'standard' snow tire, giving a more 'aggressive' tread pattern. The thinking being that you don't drive through snow 100% of the time. I had no problems though, even in the worst of what we saw last year (somewhat mild). And yes, I drive a lot of highway miles down the Thruway.
