Cracked belts, leaking shocks, service folks response? This is where it gets ticklish. Slightly weather checked belts and weeping shocks are an invitation for over selling. So "to be on the safe side" costs cautious folks lots and lots of money.
Did you get a look at the belt that came off the car? Betcha' you'd have a tough time seeing the cracks and there probably wasn't anything like "fraying". Probably why you didn't see it.
I have hardly ever heard of supentine belt failure in my experience, pretty durable item. Weeping shocks are another item that will probably continue to give good service for years to come.
There's a balance between selling service and overselling. When I was with Saturn they would track the mechanics to see which one always recommended this or that. I remember one tech who always prompted the service advisor to recommend a four wheel alignment at every major service because you'll get that money back in increased tire wear.
You might call the service manager and tell him that you felt uncomfortable with the recommendation and that you were even more suspicious when you didn't see the old belt. He'll probably defend his tech and advisor to you, but privately caution them. At the least that will help keep them honest for the next person.
