Happens sometimes on my '99 base. Have you tried pushing on the visible metal surrounding the ignition? On mine, it sometimes causes the cylinder to pop back up. Also, try reinserting the key and turning to "off" from "lock", and then back again. This should reset the mechanism if it's just stuck. I don't know the technical details on what's worn or needs to be replaced, just that this is one of my car's loveable quirks.

On another note, when the key is removed, do you have a little metal piece that pops into place to cover up the empty keyhole? I seem to remember having one at some point, but there's nothing there now. Just the empty little rectangle waiting for the key to be inserted. Maybe this is locked down on yours and mine and everyone else with this problem and is either a symptom or the cause of the problem?
