It might be that they KNOW that the suspension upgrade is going to create problems for them (I have never installed the Eibach suspension, so I don't know).

1 to 1 1/2 hour per axle for brakes is the going rate.
2-3 hours for front suspension (using stock parts)
1-2 hour for rear suspension (using stock parts)

Keep in mind that the mechanic might be so busy that he has to turn away customer.
That also set the amount of money he can charge for his work.

Are you bringing all the parts yourself?
That could also be a reason for the higher labor rate. We all have to make money one or another way. Profit from parts goes to pay for shop rent, education and new tools so that we can work on your car.
