I took another look at it today. I put the long white shaft back into the small opening that i believe is the air box (closest to the engine and all black except for the small opeing the shaft conects to). I turned the shaft with my hand and the vent openings adjusted accordingly without much of a fuss. It seemed ok.
It is the other end that seems to be the problem. That sprocket/cog like thing at the other end of the shaft and that the knobs also attach to on the other side that seems to be the problem. It is extremely hard to turn. Like there is no lubricate or sand that wont allow for it to move without a lot of force. I guess my question is if i get a manual control box that the knobs attach to, (Realatively easy to get out of the din area and also assuming the airbox is ok) do i have to get a specific year for my 1999 9-3 or will all 94's on up parts work for me? Thank you all for you posts
