I believe that there are actually two filamints in the bulb, that is, when you put your high beams on the low beams actually turn off. You can see this if you have your high beams on, then pull the high beam switch on and hold it in position. You will see the high and the lows will be on, then when you release it, the highs shut off leaving only the lows. I think you probably just need a bulb....
