I changed my fuel pump out in my '99 Viggen about a month ago...if you lift up the back seat, you can listen to see if it kicks on from there (with key in the on position for the first few seconds). If it doesn't, I'd say the next step would be to drop that bad boy fuel tank. There's not enough room to get it out from the access panel under the back seat (at least I don't think there is).
To drop fuel tank:
1.) I'd probably get the gas out of it first(me and my buddy did it with about a half tank...that was fun).
2.) You're gonna need to disconnect the parking brake from the left rear wheel.
3.) Disconnect the fuel filter and carbon box (probably a good idea to replace fuel filter at this point if you haven't already).
4.) Loosen them two straps holding the tank in place...make sure you're careful with the fuel lines and parking brake line.
5.) Disconnect all the attachments and slide that sucker out so you can see what you're doing.
6.) Unscrew cover to fuel pump (big plastic thing...I think I had to use a hammer and big screwdriver to jar this loose).
7.) Don't take to Advance Auto and have them hook up to battery to test for current or you might accidentally set the store on fire like we did when a spark jumped up and hit the gas-covered rag we had covering up the pump 'out' hole. haha funny, long story, but dangerous.
8.) Insert new fuel pump ($400 from eeuroparts.com - if you can't wait, like me, go to dealer - Uftring in Washington, IL - and asked for them to match price - they wanted $500. They did price match, luckily.)
I didn't get any new codes or anything, but I did had to reset my throttle body afterward... You can see steps to this on http://www.swedishwrench.com
