CEL- FUEL Filler Cap

I own a 99 9_3 with 80m K miles. SID read tighten fuel filler cap which I did many times. Soon CEL light came on and this problem was rectified at the dealership. They charged me $115 (1 hr labor) to clean up carbon collected at the throttle valve and clear the code.
I am going to pick up my car in the next 15 minutes. My question is their diagnosis right? I don't want to pay $115 for them to press a button to clear the CEL light.
