Water in the trunk

I noticed the other day that the spot in the trunk, in my 1999 9-3, between the rear wheel well and the brake lights was wet, not damp, but wet. I began to investigate, and found that there is some sort of vent behind the trunk carpeting that leads to the outside behind the bumper. I am guessing this is the culprit, of the water and the mildew smell in the car. Is this normal. What is it for? And can I cover it up?
