Only gases should be coming out of that vent, namely oxygen and hydrogen. It should have a check valve of sorts to keep liquid from sloshing out, if that's ever even a problem.
Most liquid-cell batteries have these vent tubes to keep your battery from exploding (or forcing acid out) as the water decomposes under charging (and under heat, as you mention). My motorcycle batteries certainly have these tubes hanging out, and I suppose sometimes there might be some vaporized acid emitted from this tube as well.. but the damage should be pretty local to the battery, if at all. A lot of batteries now just have venting caps, I think, instead of the tube, but the principle is the same.
I would guess it wouldn't be trailing acid along behind it... mostly water is lost, in theory the electrolyte bastys in. Maybe you have leaking brake fluid or something corrosive to paint? That would make sense that it would be near your wheel too. Is there any other paint damage?
