COSTCO probably has a policy to only install tires of the same or higher speed rating as OEM as an anti-lawsuit measure. I can here the examination in Court now -

Q: Are you telling me you installed a tire that was of a lesser speed rating than what came on the car as original equipment?

A: Yes. The customer specifically asked for a tire with a lower speed rating.

Q: But you had all this information about what was OEM equipment on the vehicle, right?

A: Yes, of course. We have a computerized database that tells us exactly what tire came on the car originally - it takes only a second to look up the information.

Q: Yet, nonetheless, you installed an inferior tire on the vehicle?

A: It wasn't inferior, just of a lesser speed rating.

Q: That doesn't answer the question. You knew the tire might fail if the customer took his vehicle above the speed rating for the tire you installed, right?

A: Of course, but the rating for an H-rated tire is far above the legal speed limits.

Q: So when the customer's tire blew out on the interstate and his vehicle slammed into the cement overpass embankment, killing all on board, you were to blame for installing a tire which was of a lesser quality than that specified by the car's manufacturer?

A: Well.... that's not realy true......

Q: That doesn't answer my question!

Hehehe. Seriously.... I'm sure they do that as some sort of protection against negligence claims. It sucks, but we have only ourselves to blame for allowing the run away litigation lottery to continue. [gets off soapbox] Sorry for the rant.
