They are in your fog light housing, I think, as a little bulb angled outward. They come on when you use your blinker (so around here nobody would ever wear those out!)
Citroen had those funky headlights that turned with the wheels on the 2CV and other models I think... back in the 70's(?) (before I was born). The Saab soultion is simpler, and seems to work fine.
