'99 9-3 with crabby A/C

my '99 9-3 has a strange and frustrating habit as far as the A/C is concerned. When the temp is below 40 deg. F or so, the compressor will not engage to de-humidify the car. Once the temp warms up, the compressor works. This is very frustrating on snowy days, or cold rainy days. The compressor and condenser were replaced in October. Any ideas? I'm thinking some sort of anti-frost switch? Thanks,
