Why not get some 16" alloy wheels with performance snow tires on them? I'm not sure what your objectives are but it looks like you want to go OK in the snow but still have fun when it's dry. Why not some Nokian WRs on wheels from Ronal?
You can't go smaller than 16" for the Viggen. For my 9-3, I have those weird 3 spoke 15" alloys and studded Nokian Hakka2 tires. They're great in the deep snow and the best I've ever had on the ice but a 185/65/15 with studs isn't so much fun on the dry.
My wife put the Saab snow tire package on her 9-5 Aero. Gislaved 205/55/16 on BBS alloy wheels ($900?). They work very well. The size isn't too big to kill your snow performance but the tires stick OK in the dry. It's a compromise thing. Note that they don't help too much on the ice because they're meant to be studded but hers are not.
If I didn't care about money, I'd get some 16" wheels from tirerack with Blizzak LM-22s and replace the tires every year. When new, they're probably almost as good as the Gislaved in the snow, possibly better in the dry, and most likely better on the ice. And now we come full circle back to the Nokian WRs... You can't go wrong with any of the tires mentioned above. Just remember what your priorities are.
ps. Yes, 1999 9-3 16" wheels will fit a Viggen. Tires will probably be 205/55/16 or 205/50/16. (just a guess)
