ball joint boots, which is what I am assuming you are trying to fit the bottom retaining ring to.
Best advice is a LOT of patience. I did each side differently - one I installed the bottom part first, and then fit the top, and vice versa on the other one. Can't really say one way was better than the other.
Basically I pulled/pushed both ends with two pairs of smaller needlenose pliers, opening it up enough to slowly manuever the ring down and let go. It was all in one fell swoop, and I hate to say it, but it sounds a heck of a lot easier than it truly is - it was a BEAR! It took many many tries to get it, all the while being careful enough not to rip those new boots.
After I was done, I "injected" grease in to fill it up as best I could using a syringe.
