The throttle plate might be positioned too closed which puts the IAC into an operating range that it is not happy with. We had two or three of those on the NG900 BB... long time ago. Tricky business playing with throttle stops. Probably need to bend things to change.

FPR VAC line ok?

FPR might be bad? 38-44 is a lot of variation, but that depends on the manfold vac developed by cranking. If pump activated and FPR VAC line removed, the pressure should be 3bar and you would not be dependant on the manifold vac or even have to have the engine running. Note a great thing to do if the injectors are leaking ;-}

There is an upside to having a spare DI... good for testing.
