Your question is more complex than it seems. The SC code section addressing this issue is at 56-3-150 which states:
---
"A foreign privately owned and operated passenger vehicle of a nonresident, otherwise subject to registration and license as provided by this chapter, may be operated within this State without being registered and licensed pursuant to this chapter, subject to the conditions that at all times when operated in this State the vehicle:
(1) is duly registered or licensed in the state, territory, district, or country of residence of the owner; and
(2) has displayed on it a valid registration card and registration or license plate or plates."
---
Because subsection (2) uses specifically includes the word "plates," I would say that you probably need to have both plates on the car to fall within the foreign vehicle exception.
Now, for a real-world analysis. The SC cop is probably not going to know what the law is in NJ and probably doesn't care. He's not going to make a stop merely because you don't have a plate on the front (because SC doesn't require them on both ends). And if he stops you for another reason, his attention will be on other issues. Summary, take off your plate and let it flow.
