WIS for 9-3 1999 shows this above driver's petals, have to remove some covers. Manual is a bit vague.
I would discon battery for a while to reset it and check ground points at A pillar. Any electrical work done in that area?
It looks like pin 4 of the switch gets grounded to turn on the flashers. I would pop the switch and look for pinched wires etc, and examine the switch to whatever degree possible. Unplug the switch for a while and see if the problem persists with no switch connected. I do not think that a lack of a ground to the switches wires would cause this to happen, as a lack of that ground would also mean that the switches light would not work and should mean that the switch would not be able to activate the hazard ligts. Pin 2 appears to be for panel lighting, pin 3 provides flasher power to the light. The switch is a double pole, double throw. Pin 1 (ground) is connected to pin for to activate the hazards.
But the DICE has two grounds to the A pillar....
