The best traction, that gives you the best corning and shortest braking distance, comes with softer tread compounds that wear faster. So good performance and the best treadwear are mutually exclusive.
Braking/stopping distances are determined by tires, not brake systems or vehicles. All modern brake systems, properly maintained are able to lock up the wheels. With ABS or optimal modulation, deacceleration of the vehicle is determined by the tires grip on the road surface. So your accident avoidance performance is determined by your choice of tires. Yes, you can spend more on performance tires, and replace them more often, but then they may allow you to avoid a wreck or injury to yourself or others. Sort of an added cost like insurance, but it allows you avoid damage instead of filing an insurance claim - a far better result.
Tires with high wear ratings can have very poor grip in the rain. But can sometimes only be apparent at the tire age hardens going through a couple of summer seasons. In some cases, a tire left with lots of usable tread needs to be thrown away because it is simply a danger in the wet. But many will not throw the tires out and they can't control their vehicle in the rain.
