The Saab steering wheel controls are all on one pair of wires. When a button is pushed, this put a resistor across the wires. Each button creates a different resistance on the wire pair.
You are asking that there be a standard for these resistances that other manufactures use. I don't expect that any such standards exist. And the manufacturers would also have to agree on what function each resistance means. But with the Saab, things are way more complicated than that.
In the Saab, the buttons are read by the SID and data is transmitted on the data I-bus. So the radio is not connected to these buttons. So an aftermarket radio would have to know how to play on the Saab I-bus.
The horn connects across the same pair of wires, but connects with 'zero' resistance. So that also goes via the SID. The SID operates the horn relay directly.
