Is this a sign rear brakes have seized? New Calipers?

I have recently noticed that my rear rotors are totally covered in rust and after each time I drive I look at them to see if the pads have rubbed it off. But they look the same, does this mean the calipers have seized? I was just about to redo my brakes anyways, but now if I have to replace calipers how much additional cost will there be? I'm thinking of going with brembo rotors all the way around and axxis metal masters all the way also. Any input on these issue, and where the best place to get the calipers would be?
