Dave is right.
And by mentioning that they had a previous accident I didn't mean to imply that things are generally un-safe. In fact safety is a huge priority. Just to get into the place you first have to take/pass a general Safety Council test that takes a full day. Then you have to take/pass a site specific safety test. Then you have to pass a drug screening. Then you have to pass a background check. Then you have to take a general Homeland security course/test. Then for certain units you have take another course/test just for that specific unit. And all of those certs expire on set schedules. To even walk into a unit you have to sign-in/out at the control building. And that's not even considering the permiting, protocol, and approvals that have to be completed if you'd actually want to perform any type of work or open anyything to look at it. Most places, you have to practically get a permit if you want to scratch your ear while onsite. And that's not even considering the actual equipment that is installed and the book of specs that need to be met if something is actually installed. The whole atmosphere is so safety conscience it's hard to think something like that could happen. I can't really imagine how bad things were down there yesterday. There will be a huge investigation.
