I did this on my 99 9-3. I removed the trim on the inside top hatch (this
was the most difficult part of the whole job!) spliced into the hot lead
for the center mount brake light, fed it thru the side trim down to the
left fog light and soldered it to the pin in the bulb mount. I put an in-line disconnect just in case I wanted to revert back to stock . Then install a bulb in the second socket, replace the trim and you're done!
both sockets are already grounded so no problem there. You will, however,
get the bulb failure message when you press the switch on the dash. I just blocked my switch so I can't depress it.
The trade off is a much more visible brakelight setup for no fog light. I never used it anyway, and I live in a foggy climate. The difference is very dramatic, especially at night when drivers behind you might tend to go into hypnosis.
I've had this setup for two years now with no issues. And no rear enders either!
good luck, Doug P '99 9-3 61k
