I'm in the same boat as you (model/year and financial situation)...
As far as audio goes, the first step is to replace the stock dash and rear speakers. This alone without an amp will be a huge improvement. I upgraded these speakers a few months ago, and have been very happy with the sound, though I am also looking to add the saab amp+door speakers as the bass is still a bit weak, even with premium 6x9s in the back. You will laugh when you see how pitiful the stock speakers look like when replacing them.
I installed the 22mm sway bar from genuinesaab.com 2 weeks ago, and it def. does wonders as far as handling goes. Great bang for the buck, and a good starting point.
My next upgrade will most likely be the MPperformance.com steering rack clamp+brace, which is relatively inexpensive. I have yet to experience it myself, but from my research it seems to be the next logical step in improving handling+ride.
