If it was only pulling one way then it would be a caliper or something, but you say it goes both ways so I suspect you've just become sensitized to torque steer or the roads in your area might be crowned or uneven or most likely a combination of both. You will have to hold the wheel in a 9-3SE at low speeds under braking or throttle, there's no as much gyroscope working at the lower speeds
At least your not complaining about cowell shake, oooopss, probably shouldn't have mentioned that.........
