I had similar experiences with my '99 9-3CPO. The service manager explained that, in general, broken/failed parts were covered by the warranty, but adjustments (tightening loose items) were not. Most squeaks, clunks and rattles fall into the 'adjustment' category unless there is a related broken/prematurely worn item. I found my dealer was helpful in identifying items to replace to help qualify for warranty coverage for loose items. I also found that the phrase "My Subaru doesn't make this noise" also helped get problems addressed.
