I know the ECU "adapts" to your driving style as well. If I've been poking along on the highways without much acceleration for a few weeks, and then hit the gas out of the blue to make a full throttle run, my boost doesn't go into the red. If I've been driving hard and made a few full-throttle runs up a hill, then my boost will get into the first bit of red regularly in 3rd gear on up. So this might also be something to consider. Make a few blasts up a hill and see if you can get your boost to hit red.
I also heard somewhere (probably here) that the needle is not indicative of absolute boost pressure, and can be calibrated (I don't know if this applies to T5's). You might be making as much boost as any other 9-3, but your needle does not hit the red...
