I had Toyo Proxes 4's on my '99 9-3 SE when I bought it (nearly new, too), and two trips back to my local Les Schaub Tire Center (they are the exclusive dealer in my area) resulted in scratched wheels from careless techs, and continued shimmy. Ditched them, and bought Michelin Pilot Exalto PE2's from Discount Tire.
Always have run Michelins, because they are ROUND, which is the key to the tire performance you want. Others I have tried (Dunlops, Bridgestones, the Proxes), are not, IMO, because they can be balanced on these new computerized machines, and when they hit the ground, they bounce. Suspension and steering is hyper-sensitive in a Saab, and things must be perfect with roundness and balance.
It was not a perfect experience with the Michelins, however, because I had to go back to Discount with balance issues. Discovered two tires were not perfectly round (and I had to stand there with the tech using the Hunter Road Force machine to convince him), and they were replaced under warranty. All is now well. So I would encourage you to get either the Pilots, or the new MXV4 S8 (if you need four season). Check the tests on TireRack.com. And you may have to get anal to get the job done right. Good Luck!
