The torque spec is 19 lb-ft. I have had to dump the oil a few times over the last year, sometimes it was done by a mechanic, other times by me. I've never had to do more than tap the ratchet with another wrench to get the drain plug loose.
Try it yourself with the new one - tighten to spec with a new copper washer (Autozone has a liberal tool lending program if you need a torque wrench), and see how hard it is to get it off again.
In the past I have noticed that dealers and some oil change chains seem to overtighten the drain plug and the filter both. I leave it up to you to decide why that may be.
