Constant Vac through FPR line?

I've been suspecting a vacuum leak in my car for a while. Symptoms include slight hesitation of power when shifting into gears and surging/shuddering at very low speeds (1-5 mph).
So I was pinching my vac lines looking for the leak (listening for engine stumbling... as I believe that is the sign that the line is good).
Everything seemed fine until I go to the line that runs from my throttle body to the fuel pressure regulator. I pinched it close to the fpr, and nothing. I pinched it closer to the tb, nothing happened.
SHOULD THERE BE CONSTANT VACUUM THROUGH THIS LINE OR IS THIS NORMAL!?
Now, there should have some sort of vac being cut off there, right? And if so, the lack of difference means there wasn't any vac there in the first place, right? And lastly, that means either my FPR is bad or the line has a leak, correct?
Please help me interpret these circumstances correctly. If I'm wrong, do correct me before I go and buy a new FPR ($60 was as cheap as I could find).
