If the innards are like my '96 900SE, the motor and linkage that moves the hot-or-cold flap is visible on the passenger's side of the console with the side panel removed, but the motor and mechanism that changes the direction of the air to one set of vents or another is kind of buried in the center of the area behind the ACC panel. That stepping motor is accessible from the front, but IIRC, you can't see any linkages moving when the motor is doing its thing. But, I suppose you would be able to hear if it were moving freely with the cover panel off, fan on lowest speed, and selecting different directions for the air with the ACC buttons.
If nothing sounds like it is moving, you can detach the motor but leave it connected and see if it spins when you select different vent. If it moves, than maybe the mechanism is stuck.
If it is stuck, you can remove that motor and manually change the air direction by inserting a screwdriver into the socket where the motor meets the mechanism. So you might be able to determine that way if something was binding.
Sorry, its been a couple of years since I had my head in there fiddling with all those bits, maybe someone else can describe it better.
