I have a '97 900 SE, so my case was a little different - key and remote are seperate pieces. For the remote, there's no getting araound the fact that a dealer/indie w/ a tech 2 system *must* program your car to respond to that remote -- up to 4 remotes can be programmed in, IIRC. And don't even *think* about driving your car around with only one remote.
For the actual (metal) key, it can't be cut on an ordinary key machine, it must be done on a laser machine. (Oooooh, ....laser..... ) Ouch ! $$$$$
My Saab Dealer doesn't even have one, so they would only take my VIN and order one for me. I found exactly 1 locksmith in town who had the right machine, and they charge $96 each to cut the key, and they insist on having the car left with them for half a day.
I remember a while back there was someone on Ebay who would cut a Saab key if you have the code # for the pattern, or you could send a hi resolution scan of yopur kay and he could work from that. I have no idea about the quality of such an approach, but it was *way* cheaper than the local locksmith.
