SMBC tuning

I know this has been covered to some extent on the board, but apparently not clearly enough for me to feel completely comfortable. Pardon my ignorance.
Two things:
1. How do you adjust the SMBC? There's a 90 degree bend at one end, followed by a round textured nut, then a hex lock nut (?), then a long hex nut, then the red threaded area, followed finally by another long hex nut. What role do these play, and how should I go about adjusting it?
2. There's been talk of blocking the bleed port when installing. Is this required? As I understand it, you remove the hose that goes to the turbo, reconnect that hose to the non-90 degree end of the SMBC, then connect the 90 to the turbo port. Is that correct (using the SMBC from MP Performance?)
Sorry for the over-detail, but I want to be sure I'm doing it right.
