Mild shuddering at highway speeds

New to me 2002 9-3SE 5-door with manual tranny, 15K. At cruising speeds, it feels like there is a rhythmic buffeting or shuddering. I'm pretty sure the car had the front tires rotated to the back prior to sale (at 14K) based on amount of wear on the rear tires. Could it be choppy tread? If so, what causes this? Maybe tires out of balance?
